PAUL CARPENTER

Paul Carpenter received a BA in Economics and International Relations and a Master's Degree in Public Administration from BYU and worked in foreign affairs for more than 50 years. He is fluent in German and spent two years as an Army liaison officer with the German Bundeswehr. He subsequently worked eight years for the Government Accountability Office in Washington and Frankfurt, auditing US international affairs programs and military readiness in the European Command for the Congress. He then worked 23 years for the State Department as a Foreign Service Officer in management. After retiring with 34 years of government service, Paul worked 18 more years on part-time contracts with the State Department to conduct embassy audits, and with the Agency for International Development to administer humanitarian relief during crises in Iraq, Syria, Somalia, and Venezuela. Paul and his wife, Gertrud, raised two children abroad and lived overseas for 25 years. They were posted in Cameroon, Kenya, Australia, Mexico, Germany, Egypt, and Barbados. Paul has been to 176 countries, most of them while auditing and inspecting embassy operations.
